I was thinking the same thing. What if he planned from the beginning to be the Juubi jin and cause havoc so that everyone knows his too strong and let the villages/countries unite to kill or he made up some fake plan like the Project tsuki no mi so that the villages/countries fear that if they dont team up they will forever sleep under genjutsu. End in the end without anyone knowing he was a good guy.
