What an Edo tensei basically is?

Edo Tensei summons the soul of a ninja to the present world. And that soul has all the abilities of the shinobi when he was living. Does it summon the soul with the shinobi's power at its peak or the state before death?

No Madara Was specially made like that by kabuto.
Hiruzen Isnt Neither any of the other kages.

But if it summoned the power just prior to death, isn't the shinobi crushed before death?
and if not so, why dont they summon shishui uchiha?

Like the others say state before death and Noone can find Shisui Dna.... Itachi's eye went up in black flames and Danzo's was sealed with him if I remember correctly.

Edit: No Danzo's wasn't sealed just crushed so I don't know why they didn't try and resurrect Shisui and try and enhance him like they did Madara to use his eyes... Look forward to a thread of mine. This gave me an idea.

There is no blueprint on how they come back, they come back how the caster wants them to come back. Kabuto makes changes to the Edo before casting them, its apart of the jutsu.

Depends on how the Edo Tensei is performed. Kabuto brought back Madara in his prime but for everyone else I think it was their state before death.

They are brought back in the state they were in before death. Madara was an exception because Kabuto customized the jutsu and brought him back in his prime. Kabuto was not able to bring back Jiraya or Shishui because there's no traceable DNA of them. Jiraya is at the bottom of the ocean in pressures they cannot reach and for Shishui... as far as I can remember... his body could not be found and both of his eyes were destroyed. One by Danzo and one by Itachi.
