Difficult question.
We don't really have any point of comparison to his strength in his prime besides that he was one of Kaido's rivals, and we aren't exactly sure really how strong Kaido is/was.

I'd say that he would at best be about as strong as the elderly Don Chinjao that we saw in the Colosseum.

Because he had many encounters with Kaidou I believe that Kaidou is only about 30 to 35. And was increasing his strength while Moriah was withering away.

Never said rivalled, merely that he once fought Kaido and that Kaido killed his whole crew.
Since Moriah couldn't protect them all those years ago he can't have been that strong.
Imo it was more of a Doflamingo vs Sanji scenario. Back then, Moriah was still probably fodder to Kaido. I'd put young Moriah somewhere below current Smoker.

Moria had the shadow fruit, so I would assume that he can use it against logia users as well.

Still, someone with Luffy's 2nd and 3rd gear strength combine can beat Moria at his peak strength.

Haki users of a certain level would kick his @ss too.

Shichibukai has to be at or higher than vice-admiral level (except buggy).
