You can't really say the hokages aren't living to their hype since Tobirama stated that they weren't brought back at full power, but close. Madara later reaffirmed this while telling Tobirama that they couldn't use their full power for a reason, meaning, the hokages not showing their full strength is to be expected.


Orochimaru is not living up to his hype. Everyone made a big deal about how important Orohcimaru's arms were, yet, now that he has them, there's literally no change in his techniques.
