Can 4th hokage defeat 4th raikage?

Minato has more speed,true but his rasengan can't destroy A's lightning armour.

Yes, his Rasengan is more powerful then Naruto's original Rasengan. He can make nasty damage to the Raikage's armor even the body.

Ay got lucky when Killer Bee saved him... Since Minato teleported above his opponent like against Obito, finishing them off with a blindside attack. Ay couldn't dodge or block it since his whole body and state was not done to stop the attack.

Yes he can, and I won't even speak of feats. The manga has made it more than clear. Based off Ay's notion that he believed nobody would surpass Minato, to Minato comfortably besting him in a confrontation, Minato is the definite superior.

Ofc minato can defeat the 4th raikage. after one battle between him and minato years after his death it left a huge impact on him so much that he believed that there was no ninja that can surpass him
