No, he can't scare Itachi because he didn't scare Itachi. Do you know how facts work? It's when something happens in the story that disproves what you say. And Orochimaru isn't the scariest character. He's a joke and when he tried to scare Suigetsu and Karin when they were healing Tsunade he looked like an annoying fool with a long neck.
