I believe Kabuto beats Obito, mainly due to Madara, Nagato and Itachi. Madara is a different matter with his Sage Mode and Mokuton.

Kabuto doesn't have a single sage mode user on his team, giving him a huge disadvantage.

Well technically Naruto isn't a Rikudō quite yet. Though he is close. Kabuto has already obtained power =/> than Rikudō Madara & Rikudō Obito.

Kabuto was the closest to Rikudō Sennin first. Thus Rikudō Kabuto > Above all.
