Is it possible to degrade his transformation enough to have frog characteristics and therefore increase the likeliness of using sage mode to an effective extent?

yeah but Minato had more options of fighting... He was never forced to use SM when he had speed, rasengan,.(+not to mention that Minato never had a truly death match , to release his full power)...while Jiraya hadn't any specific style of fighting , His only option(useful for great battles) was SM and rasengan ...

Everyone needs a time to enter SM and everyone cannot keep SM for unlimited time if they are not fused with Ma and Pa . That cannot maintain for long is not clear. It can be second it can 2 minutes but it is clear it is not 5 minutes . Minato can use it in combat and he could have some good improvements while in sage mode. Just the battles we have seen for Minato he didnt have the time to enter in SM .Again Obito he didnt have time , Against A and Bee neither.
