To be honest, I think he gained more strength in how he was with one eye than he would have if he hadn't been crushed by the boulder. The reason Obito was able to be untouchable is because of the senju cells that his zetsu half supplied him with. This allowed him to use kamui at an incredibly frequent rate, without the consequence of degradation to his sight. If Obito had instead been spared from the rock, kept both eyes, and in turn unlocked MS naturally. Obito has a huge character flaw that would have put a severe cap on how long he would have been able to be effective. Much like Naruto, Obito would have used his strongest techniques despite the consequences if it meant he could potentially save a comrade's life. Thus, unlike how Itachi was able to prevent blindness for near a decade after unlocking MS, Obito would have lost his sight at a rate potentially faster than Sasuke had (record time). So all in all, no, I don't think Obito would have been capable to become Hokage had Madara not given him his zetsu half. He simply would have been too hot headed to use his MS sparingly.

Itachi needed Madara's help to do that. If Obito had never 'died' by the boulder, then he would never have been brainwashed, thus would still be a clumsy idiot... basically an Uchiha Naruto. Theres even a good chance he would have never unlocked the MS, so he wouldn't have posed much of a threat to Itachi.
