but not rasengan however...because it doesnt have any hand seals and is purely a rotation of the chakra.a sharingan user wouldnt be able to use it untill he learns it.they can however copy hand seals and copy that kind of ninjutsu

It can copy taijutsu and handseals, not rasengan. Rasengan requires chakra control and mastery. Understanding how rasengan works doesn't change anything. Let alone rasen shuriken

Technically, if Sasuke had a wind affinity and high level control over wind chakra, he would have been able to copy FRS. But that's not the case here

Kakashi stated, even though rasengan was an A level jutsu, his sharingan was still able to COPY it. (cbb finding the scan)
but its definitely been stated in the manga.

The Sharingan records all information and relays the coming movement as well. This means that any bodily gesture, including the handseals can be easily read. Then we have the Chakra factor. Sharingan is shown to see through Chakra and give it colour. Combine it altogether and you would see that Why Sharingan is called the Copy-Wheel - it lets the Sharingan wielder see-through the movements and Chakra control, and relays all the information to the brain, creating a mode of effective counter.

Izanagi basically takes this to a whole new level. It records the information where the user met its death and creates a better scenario for future encounter. Hope this explained it.

Yes it can copy the Rasengan even the Rasen Shuriken. Sasuke can use shadow clone jutsu if I am not wrong ?

Don't know about Kakashi, since he's not a pure Uchiha he might not be able to copy things efficiently as an Uchiha. The Databook says

"On top of an all-encompassing insight and powerful hypnosis, these eyes are hosts to a jutsu-copying ability that memorizes the techniques their gaze falls upon in an instant, and replicates them."

"The power of insight hidden within these eyes discern the mechanics of all ninjutsu, taijutsu, and genjutsu without restriction, putting it above the crowd even by doujutsu standards."

"The sharingan's true power, in addition to the threat posed by its insight.....is its copying ability, that of making one's own any technique one sets eyes upon. Chakra, hand seals..... all the principles bringing the jutsu into existence will be instantly recorded into the caster's memory, making its utilization possible."

So it can copy anything except Kkg. All others are copied, but you would need the volume of chakra and physical requirements. Minato isn't a chakra powerhouse, nor physically astounding. That's exact quotes from the DataBook on Sharingan. It can copy all mechanics, properties, and chakra of ninjutsu, taijutsu, and genjutsu it gazes on. Just not Kkg.
