bee would win. Bee easily pars guy in taijutsu seeing as they're both fast and taijutsu masters.
The biggest difference is bee can camp /V1 for increased speed and power while guy can only use quick instances of 7th gate which really won't kill v1 bee... then guy's left a sitting duck.

Infact, bee does 7 sword dance with some of his blades infused with raiton and guy can do nothing but run and dodge unless he wants to lose a limb
