-Amaterasu isn't important here anyway.

-Susanoo allows for large scale Kagutsuchi and it protects him from all of Tobirama's attacks.

-Paper Tags aren't busting through Susanoo, even in the quantity they are used at with Gojo Kibakufuda. Not to mention if the Edos get lit up with Amaterasu, they are rendered immobile (like Nagato was) and they can't activate Gojo.

I dont think you understand how powerful Tobirama is. He has many methods to bypass Sussanoo and counter Sasuke's various jutsu.

Tobirama's sensory abilities allow him to see lots of attacks coming, forget about landing a sneaky Chidori.

Tobirama is a thorough bred anti-uchiha shinobi who is used to seeing the sharingan's arsenal. It's not really a case of Tobirama's raw power being greater than Sasuke's, it's just that Tobirama's abilities are super effective against everything Sasuke has, except maybe Kirin. Since Kirin is "Instant" (according to Sasuke when he fought Itachi), that jutsu could end it pretty quickly.
