I guess he's low Kage at best...
without ET, he doesn't have an impressive offensive jutsu,
he's got good deffensive skills such as Rashomon and triple rashomon
but I don't think it can protect a whole village,
he's hard to kill... that's all but he can be sealed,
I hope he still have something up his sleeve besides his kinjutsus..
so what do you think is his rank without E.T.

and once he's sealed??? can you still say he's above kage level???
if it wasn't for Sasuke, he would still be trapped inside Itachi's sealing sword.

He is most likely around Mid-Kage to High-Kage level, based that he was suppose to become the 4th Hokage but his personality was the only thing that held him back. Meaning he was most likely more powerful than Minato in combat at the time, or at the very least just as powerful.

So far, Orochimaru is one of the few characters to live up to the hype/fear around him. The other being Madara himself, as other characters such as Hashirama, Tobirama, Hiruzen and so on have never lived up to the amount of hype they've had.

he has some parts of his consciousness in Anko and Kabuto but he's not inside them, majority of his parts was sealed in Itachi's gourd that's why he had to retrieve his chakra from Kabuto the moment he was revived, if he could over took anko or kabuto's body he would have done it immediately and he didn't wait for so long..
