He still hasn't finished his true goal yet. Even if the world is much closer together, it still doesn't mean anything. Back in hashi's era hashi brought them very close together, probably as closeduring the 5 kage sit down. Until the shinobi forgo chakra, as a means of power, and instead use it to connect with each other, madara's goal will not really be achieved, so there'll be no reason for him to stop pursuing it.
