A recurring theme in Naruto is that the new generation will surpass the last. And for the most part, I think it's been fairly consistent.

However, what students just out right sucked? Who didn't surpass their teachers yet?

Kiba: A disgrace, really. Kurenai is supposedly a genjutsu expert, and although she has a lack of feats, I think we can safely say genjutsu is hax enough to put her above Kiba. Kiba hasn't done ANYTHING except that swirl garbage ever since part 1. On top of that he's got Part 1 Naruto's mentality- he's stupid and reckless, which should get him killed.

Tsunade: Has Tsunade surpassed her mentor, the 3rd Hokage? doubtful. She may be stronger according to feats, but common sense dictates Hiruzen, with his five elements and in his prime, is a far greater shinobi. Hiruzen may not have surpassed Tobirama or Hashirama, but he came damn close.

Konan: Was fodderized by her former master.

Hiruzen stick will rape tusande. =D

There's lots and lots of characters who haven't but that fantastic theme of 'new generation surpasses the last' clearly was scrapped when Kishi decided to hype Minato and Itachi as jesus and introduce the founders of Konoha as demigods.
