for your kind information they are alive beings. If a black zetsu can do ninjutsu and also contain half of 9 tail chakra with ease then He can also use Rikudo jutsu with the rinnegan.

Black Zetsu has all the knowledge about Rinnegan and jubi so he can also perform the Rikudo jutsu and be a Jubi host when possible.

Black zetsu himself can't preform any Justus unless he is attached to a body of some kind.

Even with the rinnegan and kyuubi, he still surcummb to Obito's will.

If he can really use kyuubi and the rinnegan, he would of chakra tail -shrin tensei him or something.
