Hes saying like when hashi fought madara at VOTE. Madara took some of hashis power before he died then hashi saw something on the cliff. The samething might be happening to sasuke.

The sasuke on the ground is the old sasuke or imcomplete sasuke/intial form of sasuke to get rinnegan. the mysterious man is complete form of sasuke base on body and eyes since the dna (senju ,uchiha dna and possibly jugo dna) will be stablize
