We can factor in three time consuming factors such as
1) The time it took to create the Hokage Monument.
-Tsunade's was completed after the two year timeskip, so whether it was less than two years, we dont know.
2) Kushina's pregnancy, 9-10 months
--Kush finna get prego after Minato became Hokage.
3) The time it took for him to create Rasengan, 3 years. He never used it during the war, but anime fillers show him using it against Bee.
Bee's flashback of Minato had him with the Hokage cloak on, meaning he was hokage when using it against them.
My analysis:
If Obito is 13 in Kakashi Gaiden, and Minato becomes Hokage after the war, 9 months pass from Kush's pregnancy, that makes Obito still 13. If The war ended with Team Minato destroying the Kanabi Bridge, which Rin was still alive to do. So Rin dying was after the war, so Minato was Hokage. Three years pass and he learns rasengan
Obito's recovery in Madara's den was an unknown time, but from the physical and aging progress he reflects, it should be almost a year. It was 1984 in that bish because Obito had a mullet.
Second look: Rin dies when Minato isn't Hokage
So that means that Obito is 14 now, Minato becomes Hokage, 9-10 months pass, Obito is 14. So Minato couldn't have learned Rasengan.
Nor could he have perfected Senjutsu to the level of Naruto. Until we learn of how he was capable of it, we have to assume he learned it as Hokage.
My theory is that he traded Senjutsu for Rasengan with Jiraiya. He never used it during the war, so three years is enough time as Hokage to learn and perfect it.
