kishimoto forgotten EMS new jutsu?

I remember when Itachi (alive) was talking to Sasuke that after EMS is unlock,there is a new jutsu activated.

So far we have not seen Sasuke unlock a new ocular jutsu during the war arc (perfect susano donot count ) but he was given hashirama dna/chakra along with a binding jutsu.So kishimoto probably forgot about EMS power and rush Sasuke power to rinnegan/elder son eyes because he meet the criteria for this to happen

This is how I see it as well. It's the idea that the EMS is more than just an undying MS.

EMS is great and all but there is a general lack of knowledge on its power. We are told that these eyes can never go blind- but somehow everyone just assumes that Izanami would not be able to used without the user going blind- okay...and what about Izanagi, saying these techs are only unlocked by a few? Definitely not true but maybe it's bloodline. Sasuke does seem to spam blaze release/amaterasu alot. New techniques are inevitable for Sasuke regardless of what the ruudo fanboys may wishfully think against it.

The scan shows that the eternal light has been attained ( Ems eyes) so they cant go blind. Then there is contiunation of a new occular power reffering to a new jutsu with that light. So it is a 4th eye technique.
