So it was one of the 3 main forces of the WG and had all this hype about it being the place of no escape etc.
With such hype you would think the island would have it all yet on the entire thing not a single haki user was to be found.

What if someone like Crocodile or Enel or any other logia worth a damn invaded,noone could stop them unless by some miracle they managed to put seastone cuffs on them but once again if its any logia worth a damn a very hard thing indeed.

Why is it the WG never felt like they needed to put some higher tier people on this island,did they rly think CP9 would be enough?

You would ask yourself a lot more if it was in StrawHats' favor that such badass group as CP9 weren't haki users. A group that at the very least someone like Rob Lucci to be defeated comes as surprise to Bartolomeo Kuma.

I would say, if it was for haki, Luffy would die at Enies Lobby along with his crew. Now 2 years has passed. It would be so obvious that Lucci is now using haki and he would put a great threat to Luffy. The decision Lucci will make when meets Luffy in New World is either against Luffy or in his favor.

CP0 on the other hand more likely will get involved as a 3 ways battle until tables turn the other way that CP9 might work together with StrawHats against CP0. I assume CP0 are carrying orders among them capture CP9 and StrawHats or kill them all.
