Based on the traditions in Japan- the nail that sticks out gets hammered down (kakashi), in other words; Kishi decided to make Sasuke- the nail that stuck out from the rest, a prodigy who was >born< a prodigy, and as a result of his blessings he thinks everyone else is flawed- made as one who is indifferent to the rest of the academy and in Japanese thought (including isolationism, and the whole holding-hands-imperialist-Nazi influence, & clan mindset) they display fear and scowl those who disagree with and are indifferent to the common ways. They have developed automatic prejudices and (sometimes innocent) racism toward foreigners and natives who look or act different from them. Here is an example of what DIFFERENT people face in Japanese school

Not just one or two kids, five of them. The victim would try to work through the conversation anyway, but the kids were relentless. When he finally walked away, another kid – apparently angry at this kid’s >>social weakness<< – pushed him into a wall and wouldn’t let him move.

I was racked with guilt and concern. The Japanese teacher said if she intervenes, the bullied student “gets angry,” because the teacher is acknowledging that he is DIFFERENT. She tries to give him positive feedback, but that backfires, too – the kids see him as a teacher’s pet. I couldn’t do group activities in that class if it meant the kid was going to suffer through abuse.]

In other words Kishi still holds on to traditional Japanese thought which is many times just superstitious, cruel and fearful of anything displaying difference (remember that FEAR is TAUGHT to us and so is discipline-think of how it was actually Itachi's discipline which influenced Sasuke to train hard and be like his brother rather than to coast along by using his sharingan). I think he consistently misses Sasuke's character development and throughout the story he numerously hammered down Sasuke so that he appeared as someone who couldn't do anything without the blessings of his bloodine and just used everyone else for his own benefit like Karin and it ends in the present where he was just One-Paneled with no hope. The whole curse of hatred thing drives the whole idea of this Bloodline-DNA-Astrological Sign thing that these characters are predestined to act a certain way and Sasuke's rare AB bloodtype is what's responsible for his rare blessings, his emo-attitude, and why he should be hammered down by the common A, B, and O's.
Kishi is shitting on Sasuke! Notice how his role as a Konoha supporter had been so insignificant and confusing- it's because Kishi is not trying to let Sasuke understand Naruto because he's dividing them and designing them based on such limited predestined ways.
