You saw the team 7 ultimate jutsu right? Some of it was taken directly from the time right before Obito became the juubi jinchuriki. They said there were going to be new characters, and there's not many more they can add. Juubito is quite likely to be in this. Now, Rikkudo Madara probably won't. However, I'd expect updated hokages at this point.
