Sasuke was out of chakra when he used Kirin. He only needed to guide the lightning, in the sky. Sasuke can produce more heat now using Enton, which is alot stronger than Katon.

Kishi is waiting for an epic moment to use it. Because it requires so much set up, it would be a bit ridiculous if Sasuke could use it constantly in fights; it requires that climactic moment of the battle when the thunderclouds gather over head for a final strike. Although I'm guessing that Sasuke's future power-ups will include some form of Natural Energy, as well as more chakra... so Sasuke might use it more consistently at that point, since he'll be able to harness/generate more lightning on his own.

He created those thunder clouds with the fire style attack and it is not that hard for him to set this attack up he's an uchiha it's not uncommon for him to use fire style attacks. However the only fight that he could've realistically used that attack in would have been against bee

You were right ,he doesn't need a lot of chakra. Just read the Kirin page on Narutopedia.
I guess that the problem is the prep time and that is a one shot technique. Opponent I guess has to be badly hurt too.
