B. Minato ''got'' the other half by performing the reaper death seal, this became obvious from the moment sarutobi used it vs orochimaru
C. I agree quite iffy, as we did not get introduced to him having it before, however Naruto relied on KCM and BM throughout the war despite having sage mode, would make sense he immediately used the former rather than the latter until necessary. Still could have been written better, but very ambiguous statements from ''pa'' [who btw how does he know minato if otherwise], regarding Naruto surpassing minato and jiraiya can make up for this, depending on the reader.

TBH the manga boils down to how you perceive it, like all manga i have read, there are many moments i felt the writer could have written better, but everything can be considered a plot device if you analyse it in some aspect
