GRRM > Kishi as a writer it's not even close. But they're completely different stories with different messages so you can't say Naruto would be better with GRRM because its not really his thing. Kishi could learn to introduce new characters once in a while instead of constantly reusing dead ones.

We would learn more about the backgrounds of all the different clans, and they would all be vying for the title of Hokage.

People would still come back to life like they do in Naruto, but they wouldn't be so powerful and they would be radically different after being brought back.

You know how Sasuke and co. were traveling to the battle? They would take two more decades to get there.

More religions and the summons animals would become unruly and start attacking the allies.

Definitely more ***, but George is fair and fairly feminist, so even though there would be more ***, I feel like the female characters would get more character time than just that.

GRRM is a below average writer but then again kishi is just a mangaka

Yeah GRRM isn't the greatest writer ever, but he writes a very consistent, coherent, and complex fantasy. The level of detail and consistency in his series vastly outclasses the incoherent jumbled history of Kishi's fantasy.
