One of the former hokages I think. Maybe Hiruzen. Would be cool if it was the White fang that came up with it or Gai came up with it himself.

It was most likely hiruzen. Hiruzen had scrolls that contained a lot of information on various things and jutsu that he collected (much like orochimaru). With all that knowledge he was probally the one who saw the potential in Guy as a taijutsu master and taught him the gates technique.
