Well by the looks of the panel and from she explained when she first started this fight. I think her Ice Zanpaktou is akin to Yamamoto's fire shikai/Bankai. Where as once her body temperature falls below absolute zero, anything her blade touches is instantly frozen and shattered.
When she released her Bankai, from what I gathered, the entire area around them instantly froze. It's a much more grand feat, in appearance at least, than Hitsuguya's Bankai in that everything around her, Buildings, people, the air, the ground, are instantly turned to crytaline ice. I wouldn't say her Bankai is as powerful as Hitsguya's as she just learned it. But it's definately flashier.
This is my theory anyway. I don't think Rukia is blonde here either. Her temperature reached Absolute Zero, and she is hailed in soul society as having the most beautiful Zanpakou upon release.
I think what we are seeing is an all ice version of rukia (think iceman)
That's my guess anywow.
