More developed ninja Sand Siblings(no Gaara) or K11 in general

Who developed more the 2 Sand Siblings or K11 in General. Both Kankuro and Temari became very powerful Jonin and with the honor of being the Kazekage's Bodyguards, and while Konoha is the stronger military country i think their development is more than the majority of K11 minus maybe: Shikamaru, Neji, Lee, Shino, Sakura, or Choji

I'd say Sand Siblings, they got hella more power-ups in addition to ranking up and becoming bodyguards to the Kazekage.

K11 developed more than the siblings no question about it , but only : Ino-Shika-Cho , Lee , Neji 7 Hinata.

Temari has some of the best wind jutsu in the entire series.
Kankuro has some of the biggest potential seeing as he will only get stronger as he increases his collection of puppets.

Do you mean power development or character development? While Gaara has had a ton of character development, Kankuro and Temari have had virtually none. Most members of the K11 have had some form of character development.
