Akame Ga Kiru, Code Breaker, Psycho Pass, Shin Sekai Yori, MushShi, Chihayafuru, Eden of the East, Kids on the Slope....the list goes on and on to the point where you'll get tired of reading.

I feel like this is going to turn into a "name your favorite manga/anime not in the top 10" list ^^
If I had to answer though I would say Billy Bat because I've seen some criticism about it not reaching expectations from Urasawa (like Monster and 20th Century Boys... Pluto?). However, I feel like it beats all of his previous manga in a few categories since it allows a bit of play on historical characters like Hitler, Einstein, Jesus, etc. and the Billy Bat mystery is quite strange (in a good way). It has more boring moments but nothing that bad.
Not to mention we still have lots of events left that are waiting to be answered like this:
I generally read/watch stuff that has been given high regards so it's hard for me to say they're underrated... I don't want to say that just because I think it's better than the Big 3 that it deserves to be in that spot.

Many many many people consider the DBZ verse to be the strongest, it's definitely not underrated at all. In fact it's the most popular and well know franchise around the world.

If it's the most underrated, I highly doubt anyone here can name it. lol
Of those I know, it's probably Shakugan no Shana. It's a long-running series with a pretty decent cast and plot, but it's also one of the only series I found out about without having ever heard of it before.
