Performing it: While Neji is standing medium range from his opponent, he begins to concentrate as he is mustering up his chakra after inhaling deeply. As he is doing this, he builds up us a pretty sufficient amount of his chakra and proceeds to mold said chakra inside of his mouth and uses nature manipulation to create his very own futon. When Neji is finished building up his wind chakra, he finally releases via mouth and uses shape manipulation to make a very strong tornado that attacks his opponent.
Combinations you could make with this jutsu: Like another jutsu combo, that I don't know the names of, I would combine this with a same ranked fire jutsu so that I can create a more strong flaming hurricane-like technique.
Ways to Counter: I would counter this by using the wind stream technique to go into long range.
Uses of this technique (Battle orientated and non-battle orientated): I would use this to cancel out a lower ranked water jutsu that requires shape manipulation such as "(Suiton: Suikōtoppa) – Water Release: Water Shark Breakthrough."
