Well, there was a chapter where the elderly toad said Naruto surpassed "those who came before" or something, and it showed images of Jiraiya and Minato. So that implies that Minato trained under the old toad

No, it implied that Naruto had become stronger than both Minato and Jiraya. Not necessarily in Sage Mode, but as a Shinobi. Also, the question still remains as to why Minato never used it in the past.
