Reason being madara got this plan off the uchiha tablet, the sage was said to have written the tablet, clearly stated by the manga. If was never said to have seemed tampered or altered. Next the recent manga plays on the fact that chakra was meant to unite all under one. Rikodus mother stopped it all in an instant, I believe a mass genjutsu. When the power was passed to her son. The jubbi breaks the genjutsu as it changes from a tree to the ten tails. Her son has the power to put tsukyomi into action, yet he finds a means to subdue the ten tails. Instead of creating the flower again to acheive peace through tsukyomi. He divides the power and devises another means to acheive peace. Humans being of free will again used the chakra for war again.

Now if this is flawed or incorrect would suggest that the sage didn't write the tablet or it was altered.

That dam tablet has been breaking my brains for a long time. Only reningan can read the end madara and rikodu. Madara never said he made this plan up its written on the tablet. So rikodu knew of infinite tsukyomi. If not it was written by someone else.
