I was watching the old Naruto episodes of Hinata vs Neji fight and Kakashi mentions something along the lines of no matter how strong someone's body is they can't train their internal organs. So my question would Neji be able to beat the Raikages if or should he be able to keep up with them?

Yes since there body exterior is tough however there organs are exactly the same as everyone elses. Hyuuga technique bypasses the exterior and hits the internal directly.

Not that simple considering the Raikage are extremely fast and powerful.

If neji used gentle fist against Raikage if he landed a great hit yes Raikage would lose. However Raikage reflexes and strength would make that extremely hard for Neji to pull off

Yes Hyougas Has a chanses cous they can Make damage to organs and or Chakra Cells(But Dont think they wuld be able to Strike Raikage cous of his speed).

See the thing is fighters like neji can only win if they are able to hit the internal organs of enemy, but if you can't hit them its all worthless, so in raikage case if he pounded a direct and his most deadly blow, he might win but raikages are extremly fast that they won't allow there enemy to touch them so chances are 50-50
