if you look at the popularity poll from the beginning , Iruka always had a strong fanbase. The poll don't lie

I am very glad that Minato had always been a popular character despite having the least amount of screen time in manga. Those few little information about Minato is more than enough to make him one of awesome character of narutoverse.

Hence Minato has been consistenly beating Madara uchihaa in popularity poll. Its only few Madara fans making loudest noise in Narutobase .
