First off...itachi must get away from hiashi before he can use his shurikens which would be hard...itachi was able to successfully use his shurikens against nagato because nagato was focusing on naruto and kb..yes nagato had summons to watch out for him "while he was busy with naruto and kb"..if not he won't just stand and do nothing..he'd have gone for itachi in a 1 on 1..kidomaru a long range fighter and was able to make neji pay because back then neji's byakugan could see about 50 meters which is natural when the byakugan is activated, now neji can see 800 meters which I believe is not further than what Hiashi can see .. he saw as far off a that village was destroyed in an instant by the Ten-Tails' Tailed Beast Ball...it's true the byakugan has a bling spot but itachi would first have to analyze this because he didn't watch neji and kidomaru fight...question is would hiashi give him the time for that?..and having said that,

hiashi also has his vacuum palms which as explained to kishi in the character databook to be "an extremely fast strike with the palm unleashed after pinpointing an enemy's vital spot..he also said it's a mid range attack that compensates for weakness in close combat...if itachi fights from a distance, he's shuriken would be slower because the further he is the longer it takes to get to hiashi making it easier for hiashi to dodge or react faster to them unlike a fast moving arrow.
Another choice for itachi is close combat...don't think he wants to try that
