TBH, Naruto does seem stronger, but Kishi says he likes to keep them equal and he has displayed very few EMS feats for Sasuke so far so I will give him the benefit of the doubt.

We have yet to see sasuke's EMS full potential. I think we haven't even seen as much techniques of sasuke's EMS compared to naruto's BSM. That's why I believe they're equal.

What tier would that be. He is not strong enough to compete with anyone above Sasuke. That includes Hashirama EMS Madara, and Rikudous.
