1 prime Madara (no explanation needed here)
2 prime Obito (was blitzing the shit out of the Hokages with no effort at all)
3 prime Hashirama (owned the Kyuubi and the PS at the same time)
4 prime Naruto (BSM is still OP)
5 prime Sasuke
6 prime Nagato (since living Nagato has never shown anything that would put him here I find this place a bit unfair but Nagato fanboys would cry if he wouldn't be here and I don't wan't flame war)
7 prime Minato (I've got to admit SM is too much for Itachi)
8 prime Itachi
9 prime Kakashi
10 prime Kabuto (the reason why he loses to the three above is that he won't have time to prepare SM.. also unless you're an edo you can break the sound genjutsu by bitting your lip and Manda gets owned via contract seal or Totsuka which means base Kabuto has nothing to last long enough to prepare SM)

Prime Kabuto with ET is the strongest non-Rikodu Shinobi in existence. There's no argument against that. Followed closely by Orochimaru with ET and Obito with ET.

as I said my list doesn't include ET because it always turns the actual thread into a discussion about ET between Kabuto fans and anti Kabuto people

Obito never Edo Tenseid anyone strong so giving him ET won't change anything
same goes for Oro since he hasn't shown the ability to control anyone besides those part1 versions who aren't beating anyone in top10

Yeah there are plenty of candidates ie Killer Bee, Tobirama, Gates Guy, Sage Jiraya, Orochimaru, Mú etc. But the two most op ones are kakashi and Raikage imo. And since the sharingan can follow the Raikages speed I'd have to say Kakashi.
