Why is it that it seems like you need relations to become a Hokage?

Hashirama is the 1st so there is an exception there of course but afterwards:

Tobirama-Brother of Hashirama
Hiruzen-Student of both Hashirama and Tobirama
Minato-Student of Jiraiya (who was a student of Hiruzen)
Tsunade-Student of Hiruzen
Naruto-Son of Minato and student of Jiraiya
Konohamaru (future)-Grandson of Hiruzen

For a manga that has one of it's main messages of 'hard work will triumph over all no matter your background', this is something that's always kind of irked me.
