Rinnegan is directly connected to Rikudou Transformation?

It seems like the Rinnegan somewhat affects the rikudou Transformation. Madara with the right eye has seemingly a more complete Cloak while Obito who had the Left Rinnegan eye have a more complete staff. Thoughts?

It's because of the Bijuus sealed inside the Mazo.
Madara had also the 9 real Bijuus sealed.
whereas Obito had only 7 complete bijuus sealed along with 8th's tails and 9th's chakra.
