Edo tensei aside and i'm judging by their ORIGINAL power (not the current enhanced Oro) they are pretty much even/old rivals as the plot suggested meaning they are around the same level.

always viewed them as equals, each one is strong in his own way and everything in the story suggests that they are equal/can go either way.

even Kishi brought Jiraiya's power down to around 30 % at their encounter in part 1 since Oro didn't have his hands, to make the fight even.

anyone who thinks one of them is a bad match up against the other is using a flawed logic.
