For most places in the world anyway. Although this whole chapter will probably center on the mysterious man I'm hopeful that Kishi will have something planned for his birthday. And in hoping the fact he doesn't have chakra rods in him anymore isn't a drawing error.
On another note; I believe there's a chance that Tobirama, and for that matter, any Kage has access to several chakra nature types they aren't known for, as Kakashi (and this may be a mis-translation.) stated you must have at least two to be a jounin, surely it'd be expected to be higher than that if you're a Kage.
I think the evidence would likely point towards him having Raiton at least. I just lol and remember he has a lightsaber in the anime xD.
It's not even that unlikely that he has at least some form of experience in other natures, as even Naruti was able to create his Jutsu within a week using a technique Tobirama created.
Hopefully we get a flashback when they crack Kin and Gin out of the gourd.
