Jiraiya has seen the world.. travelled.. the powers of the Kages are widely known.. according to him no one was able to stand a chance against Tsunade in COMBAT abilities.. which is understandable due to "chakra control" enhancing your reactions and other physical capabilities.

Hanzo... Pain won due to the whole "Secret".. its funny how people want to claim Pain is weaker than NAgato himself.. when the whole "secret" of Pain is what made him into a big time opponent and a God..

SAdly no. Part 1 had characters who could solo people like Kakashi in a matter of seconds.. =].

Part 1.. no top teir character went all out, because of the fact the main character was a kid.. the plot focused around him.. powerscale was still the same..
