Ok first off we know that neither Karin nor Orochimaru know who this person is as well as Tobimaru. So that eliminates all previous characters who have come into contact with them.

So now we have narrowed down the list to four different options.

Well according to chapter 664 page 3, Karin has a bad felling about who this guy is, so obviously this guy is not necessarily good. However, that doesn’t really help narrow down who this guy is. Except for Shisui, since we can all agree he is a pretty good guy. However, by looking at chapter 619 page 14, it can be determined that Uchihas generally have a bad aura around them which saves Shisui from elimination for now.
Since Naruto is about to end, introducing a new character will at this point in time is not the wisest decision. Mainly because Kishi will have to take an enormous amout of time out of the war to introduce him and give a little bit of back story, and if we also include the fact that Kishi has to revive two main characters and defeat Madara as well as create the final battle between Naruto and Sasuke. There is just not enough time to develop a new character within the story given the timeline. Nonetheless, the whole point of this mysterious man is to add suspense and give Sasuke a new power up. Therefore, Kishi has to use a previous character that will not be around for a very long time and has already been introduced into the story.

We are now left with two options. It is either A, Shisui, or B, an Uchiha ancestor. So how can we determine which one is the right choice? Well lets take a look and see who would advance the plot the best according to the known dimensions (an ominous aura and giving Sasuke a power up). Shisui could potentially save Sasuke resulting in Sasuke gaining the rinnegan, but that theory really wouldn’t add any character development to Sasuke and most importantly advance the story besides the fact Sasuke is back. Furthermore, Shisui having an ominous aura just seems a bit unlikely. Next we have and Uchiha ancestor. Now the only prominent Uchiha ancestor is the older son. The older son has already been introduced and we know some information about him, so adding a little more backstory won’t take too much time away from the war. He would also most likely have an ominous arura around him. No one would know who he is, since no one has ever seen him in person, and the potential for Sasuke to gain a power up from him is relatively realistic. This can also thicken the plot because we can learn more about who the sage was and the history. How the second son is still alive after all this time is beyond me, but this is a theory after all.
Thus, to conclude, the mysterious man is most likely the elder son, or some previous Uchiha that has already been introduced. However, if you get anything from this thread, Kabuto is not the mysterious person.
One thing that I would also like to add to this thread is Oro’s quote, “…Is his wind stopping here?” Oro is not referring the mysterious man. He is referring to Sasuke, hence Sasuke being in the same panel. The “wind” is most likely signifying Sasuke’s life as is, is this the end.
