You do know Tobirama created Edo Tensei when he was in a time of constant war right? Ever thought he created the jutsu so they can have unkillable soldiers so he didn't have to lose fewer Senjus? What some of the people are saying is that Tobirama didn't create the jutsu because he miss his dead family or had a plan to revive himself. Madara plan wasn't to be revived with the Edo tensei but Tobirama said Resurrection which is brought back to like which he planned to using Nagato. Tobirama more than likely made Edo tensei forbidden after the time of constant war ended or when his enemies figured out it's weakness, remember what Madara said as he broke his Edo? When you see it used a lot then you learn how to break it.

What did Tobirama do as a Hokage that was crazy? You mean how he created the ninja academy to teach beginners? Creating the Chunin exam as a way to prevent war while other countries can assess each other's strength, making the genins raise their strength and to test if the genins are ready to be promote? Or when he created the Anbu black Opts to be the Village's elite jounins to protect the Hokage and village? Tobirama made Edo Tensei when he was still in a time of constant war so I'm sure he made it to use unkillable fighters to avoid losing Senjus. Madara clearly seen plenty Edos and knew the seal to break out, I think he named it forbidden after the fighting was over cause then there wouldn't be a need to use it since they made peace with the Uchihas. Some people just forget the time Tobirama grew up, it wasn't like how Naruto grew up, he lost 2 brothers, a dad, probably mother and was fighting in a war since he was a kid.

Because that the only time frame he could have done so.
Or you think its so easy to devise a jutsu that calls for the souls of deceased, binds them to you and gives them body made of dirt that regenerates.
Its not some swirling ball of chakra called rasengan that minato took 3 years or so to make.
Wars have existed after konoha formed and tobirama is the type to take precautions anyway, he didnt believe in peace like hashirama.
