What tier would a hypothetical 3T Sharingan Lee be?

As title says; if Lee somehow came to posses two 3T Sharingan and was able to fully utilize them though not use any jutsu he copies, what tier would he be on?

High kage with Gai's feats.

He can anticipate long range techs by looking at handsigns and easily avoid them. He already technically "copied" Gai's techs by observation and training; but with already high reaction timing, striking and foot speed sharingan would be deadly. Maddy said Sasuke "moved well" due to sharingan.

A high lvl taijustu user like Lee gaining a set of 3T sharingan would be a monster, but thanks to how chakra taxing it is I don't think it will be a very bad idea.​

Lee don't have any talent for ninjutsu i.e. he can't learn neither execute a ninjutsu. So even if he copies some ninjutsu, he won't be able to use them... Leaving him just taijutsu again but with the help of sharingan...

no he will be a ,ot stronger than early shippuden kakashi, the sharingan allows him to see what his opponent does before they do it, it will allow lee to move fluidly, it will increase lee's reflexes it will allow lee to see through genjutsu...kakashi without sharingan's taijutsu is pretty basic, lee already is jonin level without sharingan, adding sharingan with 5 gates is hard to put in a bracket, he would be above any jonin rank
