Zetsu is not a human. Zetsu is sorta a failed experiment. His cells are not as good as the original Hashi either.
However, someone who has been implanted with Hashirama's cells (and who can handle the cells) will have a larger chance to handle sage mode, than without the cells. Yes that is likely to me.
