Just how strong is Black Zetsu??? and is he stronger than Spiral Zetsu?

as the title asks...

I always thought that the zetsu weren't fighters, but mostly just recon and spying.
But after seeing him take on the Mizukage, Naruto KM, Chojuro, and Genma team, along with other body guard fodder, he still seemed to put up a fight as shown when the scene shifted back to their battle, everyone seemed like they were having difficulty.

Now, with him controlling Obito, he seems to be able to take on Kakashi, AND Minato. How is he able to compete against Kamui, and a FTG team combo? What jutsus is this guy using to cause so many powerful ninja to have such a hard time dealing with him? He is obviously stronger than white & Spiral zetsu but is it safe to say that Black Zetsu is Kage level? I think so.

Black Zetsu can solo Kages.

Apparently pretty damn strong cause it seems like everyone has struggled to pull a actual victory on him. He's probably top 20-25 potential.

Black Zetsu can simply go underground and dodge it. Spiral zetsu was only able to use those jutsu because of whoever he is using to boost his powers. Otherwise, he is a hollow Zetsu with only mokuton skills

If you look at the panel, u will see that there are signs of a clash, there is smoke around them, kakashi is panting

only reason he can take minato and kakashi on is that they dont want to kill him, because he possesses obito body otherwise he d be killed instantly
