Kabuto MIGHT be the one, but, knowing Kabuto fighting style and his way of thinking (also that Orochimaru took his own powers from Kabuto), I'd say that the one near Sasuke could be

If Kabuto managed to get out of Izanami, he could use Edo Tensei you know... so every dead shinobi at hand with bare foot could be in that place. So if Kabuto revived Itachi, Itachi could release Nagato from the Totsuka Blade.

This could mean Rinne Tensei, again, and a nice pair of Rinnegan in the war.

The only thing that actually makes sense from this criticism is the fact that Kabuto would need human sacrifices (and he has Anko by the way, and spare Zetsus all the way)

Seriously this would be the most anitclimatic thing ever. Besides, he no more has Orochimaru's power so he's back to his old self, if tries to control such powerful individuals he's done for XD

hmmmm, i don't think so to be honest.

It probably is Kabuto, which would make sense as to why Kishi did not have him killed off.

Plus the scenario is perfect for him to be reintroduced: a medic nin like him may either:

1. Heal Sasuke
2. Remove the Rods from Tobirama [ same way Hinata attempted to with Naruto by striking them with chakra fists/palms], to enable Tobirama to do what he said he wanted to do with sasuke regarding his soul.
