I would guess Naruto is an expectation due to him not being full blooded Uzumaki. I guess..​

The only ones who have used the chains have been full blooded Uzumaki's and also female. Nagato didn't use them (But he had the rinnegan), he is male, he probably could not use them because of that.. Naruto is neither a Full Blooded Uzumaki nor a female so is shit out of luck.
