Kakashi's words were originally Obito's and he said them in a situation much different from the one Hiruzen and co were in, therefore they can't be applied to them.
Kakashi wanted to abandon Rin when there was the possibility to save her.
Team Tobirama needed someone to be the bait or all of them would die and the village would loose its best shinobi, something that very likely would cause its destruction. His hands were tied, no trash in that.
